Managing Director & Founder
A former Minister of Justice and former Deputy Speaker of the Chamber of Deputies of the Parliament of Rwanda, the Managing Director of EM Pathways Legal & Advisory is a seasoned lawyer, arbitrator, mediator, and policy consultant with over 25 years of senior leadership experience in justice sector reform, governance, legislative development, diplomacy, and institutional strengthening.
She has led and contributed to complex legal and institutional reforms at national and international levels, including post-conflict justice reconstruction, judicial reorganization, law enforcement modernization, and access to justice initiatives. Her work has been supported by major international partners including international Organizations, UN Agencies, and bilateral cooperation agencies.
With strong expertise in legislative drafting, public policy, governance advisory, and dispute resolution, she has served in high-level roles including High Commissioner of Rwanda to Canada, Deputy Speaker of Parliament, and senior justice sector leadership positions. She combines strategic vision with deep contextual understanding, and works fluently in English, French, and Kinyarwanda.
